William Paige
Chief Operating Officer
William Paige is the Program Manager for the Center of Public and Justice at the University of Virginia.
William’s commitment to public service began as a professional staff member with the Metropolitan Police Department of Washington, D.C. in the Court Liaison Division and Office of Volunteer Coordination, promoting the Department’s community relation initiatives. He also worked in the Executive Office of the Mayor of Washington, D.C. During his time as an Associate in the Office of Federal and Regional Affairs, William engaged with federal and regional stakeholders to advance the interest of the District of Columbia on a wide range of policy issues. As an Associate Director in the Mayor’s Office of Talent and Appointments, William recruited and managed appointments within the Mayor’s cabinet and staff. His portfolio included, among others, the Office of the Deputy Mayor for Public Safety & Justice and the Office of the Senior Advisor. He also advised certain Mayoral nominees through the D.C. Council confirmation process to numerous volunteer boards and commissions.
During his time at the Georgetown University Law Center, William was a research assistant focusing on federal securities litigation, a summer associate at two international law firms, served on the Executive Board of the Georgetown Black Law Student’s Association, and a student attorney in the Federal Legislation Clinic focusing on anti-hunger policy and advocacy.
William previous worked as an attorney in private legal practice where he focused on antitrust & competition law while maintaining an active pro bono practice.
William graduated magna cum laude from St. John’s University with a major in Criminal Justice and a minor in Business Law. He earned his law degree from the Georgetown University Law Center and is licensed to practice law in two states.
In his free time, William enjoys exercising, reading non-fiction, and traveling.

Laura Leveille is the Executive Assistant to the Chief of Police at the Bay Harbor Islands Police Department. With over a decade of experience in public service, including roles at the State Attorney’s Office and the Fort Lauderdale Police Department, Laura brings extensive expertise in personnel, internal affairs, hiring processes, public records, and administrative operations.
She holds both a Bachelor’s in Public Administration and a Master’s in Human Resources Management from Florida International University, and is fluent in English and Creole. Laura’s professionalism and dedication make her an invaluable part of the team supporting the Chief and the department.

With over 21 years in public safety telecommunications, Dominique Mathis has built a distinguished career rooted in leadership, service, and mentorship. From her early days on the headset to serving as a Training Supervisor, she has guided countless professionals in advancing their careers and stepping confidently into leadership roles. A recipient of the Florida Sheriff’s Association Dispatcher of the Year award, Dominique’s career reflects her commitment to growth, equity, and purpose-driven leadership.
She founded HELLO 911® to bridge the gap between 9-1-1 professionals and the communities they serve—particularly communities of color—by promoting understanding, empathy, and trust. Through this initiative, she champions “community dispatching,” a people-first approach that helps callers and operators feel seen, heard, and supported.
Dominique also created COMMS Appreciation Day, an annual South Florida event celebrating 9-1-1 professionals while fostering mentorship and connection across agencies. Today, she serves as a Public Safety Manager at Carbyne, helping agencies nationwide leverage technology to enhance operations and emergency response.
Currently pursuing her Doctorate in Instructional and Performance Technology at the University of West Florida, Dominique’s research focuses on performance improvement and member engagement within public safety organizations.

John Prats
Commander of Human Resources for the Miami-Dade Sheriff’s Office
John Prats serves as the Commander of Human Resources for the Miami-Dade Sheriff’s Office, the eighth largest law enforcement agency in the United States. He leads workforce and organizational development initiatives for both sworn and civilian personnel, supporting a team of more than 4,500 employees.
With over 25 years of experience in human resources and public administration, John has built a career dedicated to strengthening the people side of public safety. In his role, he oversees strategic recruitment, leadership development, labor relations, and employee wellness programs that enhance organizational effectiveness and community trust. He is recognized for his collaborative leadership style and his ability to bridge operational and administrative priorities in a law enforcement environment.
Previously, John served as Bureau Commander for the Miami-Dade Corrections and Rehabilitation Department, the eighth largest jail system in the nation, and as HR Director for the City of Doral, St. Thomas University, and Little Havana Activities and Nutrition Centers, one of the largest nonprofits in Miami-Dade County.
A certified SPHR and SHRM-SCP, John also teaches HR courses at the University of Miami and remains active in community service, including over ten years as a Big Brother mentor.
Beyond HR, John is a lifelong musician and singer, serving in church ministries for more than 40 years and sharing his belief in the healing power of music through performances at hospitals, funerals, and community events.
