Christian Quinn retired as the Deputy Chief of Cyber and Forensics for the Fairfax County Virginia Police Department in 2021. He served in numerous leadership roles focused on technology, operations, investigations, training, and administrative management. Christian was assigned to the Organized Crime & Intelligence Bureau for much of his early career, where he had the opportunity to collaborate with state, local, and federal partners to ensure the safety of the Washington National Capital Region. Christian remains engaged with several law enforcement associations including the Major Cities Chiefs Association and the International Association of Chiefs of Police. He currently leads the work of MCCA’s Digital Evidence Working Group, and previously served as Chair of the IACP’s Cyber sub-committee. He has authored scholarly articles and policies on a host of topics including cyber security, data integration strategies, digital investigations, and the ethical use of artificial intelligence in policing. Christian earned a BA from Stonehill College and holds a Master of Forensic Sciences Degree from The George Washington University. He has completed several executive development programs and is a 2018 graduate of the FBI National Academy in Quantico, Virginia. Christian currently serves as the Managing Principal of Fulcrum Innovation LLC, a consulting practice focused on public sector technology. He has been a featured speaker throughout the U.S. and internationally, advising legislators, public safety leaders, and the industry partners who serve them on key technology and policy issues. Christian remains passionate about the ethical adoption of technology for the betterment of all people.

Loren T. Atherley serves as Sr. Director of Performance Analytics & Research (PA&R) and the Senior Research Scientist for the Seattle Police Department. The PA&R group represents the department’s commitment to continuous improvement and Evidence-Based Policing (EBP) through original research, evaluation, and operationalization of advanced research methods. Loren leads a national data work group focused on Analytics & Evidence Based Policing and a research network comprised of more than seventy research professionals in institutions around the world. In addition, Loren consults across the criminal justice and data sciences on topics including statistics and research methods, Natural Language Processing (NLP) and Machine Learning (ML), EBP, risk management, police management and behavior. Loren is a NIJ LEADS Scholar and inductee to the George Mason University Evidence-Based Policing Hall of Fame, as well as an Adjunct Professor of Criminal Justice at Seattle University.

Elizabeth M. Daitz is the Assistant Commissioner of Police for the Suffolk County Police Department. She drives strategic planning, implementation, and innovation, positioning Suffolk County to be one of the most innovative, efficient, effective and equitable law enforcement agencies while serving over 1.5 million residents across 913 square miles. She previously served as Executive Director, Civil Litigation and Executive Director, Strategic Initiatives for the NYPD. From 2019-2020, Elizabeth served as a White House Fellow in the Office of the Chief of Staff to the President. There, she drafted and implemented the President’s Executive Order “Safe Policing for Safe Communities.” Elizabeth began her career at the Office of the Corporation Counsel of the City of New York, where she handled multiple high profile federal civil rights cases. Elizabeth is a graduate of the Honors College at Adelphi University, St. John’s University School of Law, and a Session XXIX of the Police Management Institute at Columbia University. She is a member of the International Association of Chiefs of Police, Police Executive Research Forum, National Association of Women Law Enforcement Executives, Chiefs of Police Association of Suffolk County, and the White House Fellows Foundation and Association.

Aakash leads the Implementation team at Peregrine Technologies, which focuses on delivering advanced software to public safety and law enforcement agencies. Prior to Peregrine, Aakash worked with F500 companies to launch and diligence new technology businesses at the Boston Consulting Group’s Digital Ventures Unit. Aakash holds a BS in Economics and an MS in Computer Science (with a concentration in Artificial Intelligence) from Stanford University.
