Nola Joyce

Nola M. Joyce, Partner and Principal Consultant for 21CP Solutions, LLC, is a nationally recognized policing expert. She also served as Deputy Commissioner for the Philadelphia Police Department and held executive positions in the Washington, D.C., and Chicago Police Departments. She spearheaded significant organizational change efforts in these demanding public safety agencies, demonstrating exceptional ability to drive transformation.
Joyce’s achievements and recognition in policing and public safety are extensive and diverse. She served on several prestigious advisory boards, including the American Law Institute’s project Principles of the Law: Policing, and the National Science Academy’s Panel on Modernizing the Nation’s Criminal Statistics. Her expertise is widely recognized, as evidenced by her role on the International Association of Police Chiefs (IACP) Research Advisory Committee, the Police Executive Research Forum’s (PERF) Research Council, and as a Senior Executive Fellow of the National Institute of Policing. Joyce received the Gary P. Hayes Award from PERF and the Award of Research Excellence from IACP, further validating her significant contributions to the field.
Joyce is driven by a deep passion for helping agencies reach new heights of performance and service. Her advanced degrees in sociology, public policy, homeland security and diverse experiences bring unique and valuable perspectives to her work. This combination of passion and expertise allows her to find innovative solutions to complex issues.

Chief Technology Officer, Alpharetta GA Department of Public Safety. Ms. Jamie L. Roush is the Co-Founder and Chief Executive Officer of CRH Analysis Consulting, Inc., an organization devoted to assessing, implementing, and training technology, data, analysis, and the use of analysis in organizational health and operational decision-making for public safety organizations. While Ms. Roush concurrently consults for public safety organizations, nationally and internationally, for the past three years she has served as a Technology, Data, and Analysis Consultant for the Indianapolis (IN) Metropolitan Police Department. Ms. Roush has over 20 years of collective public safety experience. Her experience includes a ten-plus year career with the Jacksonville (FL) Sheriff’s Office commencing as the Crime Analysis Unit Administrator where she led a unit of 20 public safety/crime analysts and supervisors. In her tenure, Ms. Roush was responsible for transforming the JSO’s use of analysis by specific units to full use by the agency in support of its policing strategy to address crime and holistically for organizational effectiveness. During this transformation, Ms. Roush was instrumental in implementing the use of research and data to improve police operations. She has also served as a Public Safety Technology Manager for a municipal Department of Public Safety, Product Evangelist and Product Marketing Director for a company providing social media intelligence services to public safety agencies, and a technology subject matter expert for a state law enforcement agency. Ms. Roush is a frequent speaker and author on data development, crime analysis, data driven policing strategies, and evidence-based policing. Ms. Roush is an associate member of the IACP and a member of the ASEBP. Ms. Roush holds a Master of Science in Social Science and a Bachelor of Arts in Geography from The Florida State University.

Dr. Jenna Savage is the Deputy Director of the Boston Police Department’s Office of Research and Development, where she has worked for about 15 years. In this role, Jenna’s responsibilities include working with various academic partners to design and implement research projects for, and evaluation of, BPD programs; developing, monitoring and overseeing program implementation and management for grant-funded projects to ensure project success and compliance; coordinating the BPD’s partnership with the Boston Emergency Services Team (BEST) out of Boston Medical Center; representing the Boston Police Department in various settings including intergovernmental hearings, professional conferences, and external agency and community meetings; and assisting with all aspects of office leadership and management, including supporting existing staff and screening new staff for hiring. Other responsibilities include data analysis, crime mapping, grant writing and project management.
